Power was cut off in some parts of Mindanao even as nearly 42,000 people in Eastern Visayas and parts of Mindanao have been affected by Typhoon Pablo (Bopha), which made landfall over Davao Oriental early Tuesday.
 
The National Disaster Risk Reduction and Management Council said classes were suspended in parts of Visayas and Mindanao, while at least 80 flights with destination points in the regions were canceled.
 
"Mga 2 a.m. walang kuryente, pero ang OCD may generator. Mga 5 p.m. yesterday [Monday] evacuated ang vulnerable residents," Hinatuan, Surigao del Sur Municipal Disaster Risk Reduction and Management Council head engineer Josephine Lapiceros said in an interview on dzBB radio.
 
In Tarragona in Davao Oriental, a separate dzBB report said power was cut at 2:30 a.m., even as residents were evacuated to local village halls and gyms.
 
The report added some parts of Davao Oriental were already without power as early as Monday night.
 
Some 200 families from two villages in Tarragona were brought to evacuation centers and the local gymnasium.
 
Many trees, including banana trees, were felled by strong winds crashed to roads. Residents tried rying to cut them so the roads could be passable again.
 
OCD Region 11 head Liza Mazo, in a separate interview on dzBB, said the blackout appeared to affect Davao Oriental.
 
"Nawalan tayo ng contact, 4 a.m. ang last contact, malakas ang hangin, malaking alon, possible storm surge. Alam natin (may) evacuees and casualties sana wala, kasi preemptive evacuation kagabi," she said.
 
She said that while preemptive evacuation in several high-risk areas was conducted in the afternoon, a forced evacuation was conducted Monday night.

Affected
 
As of 6 a.m., the NDRRMC said 8,283 families or 41,608 people were affected in Eastern Visayas and in Regions 10, 11 and 13 in Mindanao.
 
It added at least 3,406 people were stranded, along with 133 rolling cargoes, 87 vessels and 48 motor bancas in ports across the country.
 
Classes were suspended for Tuesday in:

Dumaguete City, all levels;
 
  • CARAGA region, all levels;
  • All areas in Region 11 under Signals 2 and 3; and
  • Davao City, preschool and secondary.
 
The NDRRMC said the Dumaguete City government suspended work in government offices for Tuesday.
 
At least 60 evacuation centers that can accommodate 14,170 families were set up in Iligan City.
 
Canceled flights
 
A report by radio dzBB's Paulo Santos said the canceled flights included two domestic flights of flag carrier Philippine Airlines, and 35 flights of AirPhil Express.
 
The canceled AirPhil Express flights included those with destination points in Cebu, Hong Kong, Caticlan, Cagayan de Oro, Dumaguete, Ozamiz, Butuan, Cotabato, Dipolog, Surigao, Davao, General Santos City, Iloilo, Kalibo, Legazpi, Pagadian, Puerto Princesa City, and Zamboanga. — RSJ, GMA News
