Banks shall be required to install easy-to-use automated teller machines (ATM) for visually-impaired individuals, if Sen. Manny Villar's bill is passed into law.
 
Senate Bill 3363 or the ATM Visually-Impaired Friendly Act seeks to require banking institutions to provide "equal access" to all individuals seeking to transact with them and their machines.
 
It specifically says ATMs installed on or after the effectivity of SB 3363 shall transmit messages both through a visual and audio transmission system.
 
ATMs installed before it, on the other hand, shall be upgraded or replaced to have the same capabilities.
 
"While ATMs in the country currently have Braille dots on the keypad, they do not provide any non-visual method for reading or relaying the messages that appear on the screen, making it difficult for visually impaired people to use them.  In order to promote assistive technology for the blind or visually impaired, the immediate passage of this bill is earnestly sought," Villar said in his explanatory note. — Kimberly Jane Tan/RSJ, GMA News
