he Sangguniang Kabataan (SK) is a breeding ground for corruption, a poll
commissioner, as he backed renewed calls for the youth body’s
abolition.
Poll commissioner Lucenito Tagle even noted that the
Commission on Elections is mulling a formal recommendation for Congress
to scrap SK.
“Iba ang natutunan, imbes na right governance (They
are learning other things instead of good governance),” Tagle said in
an interview via DZMM.
His statement comes days after election
lawyer Romulo Macalintal broached the issue, saying the youth body is
churning out traditional politicians.
Agreeing with Macalintal,
Tagle said cited as proof how the poll body received a myriad of
complaints about vote buying during SK elections.
“Karamihan ng
tumatakbong SK belong to the political dynasty; kama-kamag-anak na rin
(Most SK candidates are from political dynasties; it’s a family thing),”
Tagle added.
He is also concerned that SK officials are too
young to handle positions in government. Most of them also have to
juggle their duties with schoolwork.
Under the Local Government
Code (Republic Act 7160), aspirant SK leaders should be at least 15 but
not more than 21 years old on election day.
Each barangay shall
elect an SK chairman, seven councilors, a secretary and a treasurer, who
are all entitled to compensation and allowances.
They also have
three-year terms, with the law allowing SK officials who turn 21 to
serve out the remaining portions of their terms.
Elections for
SK officials are conducted separately from local and barangay elections,
an exercise which Tagle said is too costly.
The poll commission admitted, however, that it is too late to stop the SK elections scheduled this year.
